Black Democrats keep saying brown because most of them are brown and actually biracial and many are tri racial. Black in the way it’s being used is ambiguous because many Caribbean people are in fact variant shades of brown with their own island based culture. Many are biracial and tri racial and very light skinned with a majority of European DNA in their DNA profile. That is very common in Puerto Ricans. With regard to South America their is mostly but not only a large and in some a dominant amount of Indigenous DNA and their complexion is varied shades of brown.
