Only the House of Representative can decide how federal taxes are spent. Not hundreds of unelected bureaucrats, even then it has to be within the limits of their Constitutional federal authority.
The President's number one job is to ensure the Constitution is being upheld, so it is a requirement that he steps in when Congress or any department is doing things that exceed their authority. That's why Trump hired Musk to audit the government.
You're free to give your own money. You're not free to force tax payers to give in violation of the Constitution.
People can give their own money to direct causes, it’s just that USAID itself has many times become a vehicle for fraud and misuse of tax-payer dollars. That needs to stop now. If you-all want to fund & study the mating habits of armadillos..(or how many of them are trans ) spend your own money on that…frankly, I couldn’t care less. Just don’t spend mine.
