Why Turkey seeks to become first NATO member in BRICS | DW News


Turkey is seeking to become the first NATO member to join the BRICS club and President Recep Tayyip Erdogan is joining the BRICS summit in Russia. DW correspondent Julia Hahn has looked into Turkey’s ambitions.

When the Turkish defense industry made a big breakthrough and started producing products that were not given to it due to embargoes (from machine guns to airplanes), the countries that imposed embargoes had to abandon their attitudes, but it was too late.   5. Canada
    Canada launched its first embargo against Turkey in 2019 in response to the military operation against Syria, but backed down from this decision in June 2020 following high-level talks between the parties. However, the Ottawa administration began to re-impose an arms embargo on Turkey following Turkey’s support for Azerbaijan in the Second Nagorno-Karabakh War. The background to Canada’s decision is the active use of BAYRAKTAR TB2 UAVs produced by the Turkish company Baykar by the Azerbaijani Armed Forces in the operation in Nagorno-Karabakh. These UAVs were equipped with the WESCAM MX-15 camera system produced by the Canadian L3Harris Wescam and used for intelligence, surveillance, and reconnaissance (ISR) activities. This sanction is still ongoing.

    On the other hand, in a report published by KPMG, which provides audit, tax and consultancy services, it was stated that Telemus Systems Inc., which imposed an embargo on Turkish Aerospace Industries Inc. (TUSAŞ), The company was declared bankrupt. Telemus was producing a wide range of electronic support materials to be used in military unmanned aerial vehicles.

    Germany
    It was initially planned to use the engine produced by the German company MTU and the transmission produced by the RENK company in Turkey's first national tank, the Altay main battle tank. Prototype production was also carried out with these systems. However, the power systems required for the mass production phase were embargoed by the German government. Turkey's military operations in northern Syria are the main reasons behind the embargo.

    France-Italy
    The SAMP-T project was being carried out in partnership with France and Italy regarding the long-range air defense system, which is one of Turkey's important needs.

    Turkey, France and Italy had initiated a study in 2017 that included the joint production of the SAMP-T air defense system with the French-Italian consortium EuroSam. At the beginning of 2018, it was decided to conduct an 18-month definition study.
    However, towards the end of 2019, the process was delayed, especially by France, as Turkey launched Operation Peace Spring in Syria. The important development in this regard took place on March 24, 2022 at the NATO Leaders Summit in Madrid. President Recep Tayyip Erdoğan, who met with French President Emmanuel Macron and Italian Prime Minister Mario Draghi, said, "We have decided to continue our work to re-implement the steps we have taken as Turkey-France-Italy."
    On March 29, 2022, a delegation from the French Ministry of Defense held talks in Ankara on this issue.
    However, no developments have been made yet.
    Sweden, Finland, Norway and the Netherlands
    Turkey, Sweden and Finland were also demanding the lifting of the defense sanctions implemented in the talks it held with Sweden and Finland within the scope of NATO membership. On paper, both countries stated that these sanctions would be lifted. However, whether they will be implemented in practice will be seen in the coming period.
    On the other hand, Norway and the Netherlands also decided to embargo Turkey, citing Turkey's operations in Syria as the reason. The UK had also previously announced that it had lifted the sanctions it had taken.

  6. The 90-article final declaration was published at the NATO leaders' summit held in Vilnius, the capital of Lithuania, on July 11-12. One of the striking articles of the declaration, which targeted Russia and China; frequently emphasized the increase of NATO's military capabilities and sphere of influence; and envisaged increased support for Ukraine, was regarding the defense industry.

    Unlike the Madrid summit held in 2022, the 30th article of this declaration stated that "A strong defense industry across the alliance, including greater defense industry cooperation across Europe and the Atlantic, continues to be essential to providing the expected capabilities. Furthermore, consistent with our commitments, obligations and processes, we will reduce and eliminate, as appropriate, barriers to defense trade and investment among the allies."
    Among the NATO allies that suffer the most from this issue, Turkey is at the forefront. Following the decisions taken by Ankara, especially in recent years, by adopting an independent foreign policy contrary to the Western system, many NATO allies such as the USA, Germany, France, Italy and Canada have imposed heavy defense industry sanctions and embargoes on Turkey.
    The sanctions and embargoes currently imposed on Turkey by NATO member countries are as follows:
    United States of America (USA)
    The USA is at the top of the list of countries that impose the heaviest sanctions on Turkey in the defense industry.
    The USA has also implemented the “Countering America’s Adversaries Through Sanctions Act (CAATSA)” sanctions, which were passed by the US Senate in 2017, against Turkey after Turkey procured the S-400 air defense system from Russia. Within the scope of the CAATSA sanctions implemented against Turkey; Presidency of Defense Industries, then-President of the SSB Prof. Dr. İsmail Demir, then-Deputy President of the SSB Prof. Dr. Faruk Yiğit, SSB Air Defense and Space Department Head Serhat Gençoğlu and SSB Air Defense and Space Department Group Manager Mustafa Alper Deniz were added to the list.

    With the sanctions, SSB will not be able to obtain an export license from the US and will not be able to benefit from the loans of the US and the international financial institutions it is affiliated with. The assets of the individuals on the sanctions list in the US, if any, were frozen and visa restrictions were imposed on these individuals.

    On the other hand, the US also removed Turkey from the F-35 fighter jet project, in which it is a production partner.

    Turkey announced that it plans to procure a total of 100 F-35As with conventional take-off and landing capabilities. It has also ordered 30 of these. A ceremony was held in the US on June 21, 2018, with the participation of Turkish officials, for Turkey's first two F-35 aircraft. As of this date, the number of aircraft in Turkey has reached 6. In fact, the training of Turkish pilots in America has also begun.
    However, the White House announced on July 17, 2019 that Turkey would be removed from the F-35 Program due to receiving Russian-made S-400 air defense systems. The $1 billion 400 million Turkey invested has not yet been recouped.

    In return, Turkey requested the purchase of 40 Lockheed Martin-made F-16 fighter jets and nearly 80 modernization kits for its existing aircraft from the US. The F-16 procurement is awaiting approval from the US Congress.

    On the other hand, there are also various subsystems and components imported from the US. The US is also delaying the export permit processes for these products, disrupting projects. Previously, export permits that were obtained in 3 or 6 months are now being extended to 1 year.
