How bad! Imagine a one-man army, with a machete as the only weapon in his disposal attacking the DP's house. In a case where this Mr. Machete wanted Ruto dead, he would have gone straight into the apartment, not go into an incomplete/under construction building to hide. It could also be a real attack. It could also a staged attack to lay the ground for other sinister operation. It could also be staged by forces to purportedly silence the dp. We cannot definitively say it was an inside job unless the evidences for that narrative trumps the counter one.
