Actually there are 3 major cities in the HD Universe, because Alderney is a different city from Liberty City, actually it's a different state, since Alderney is based in New Jersey and Alderney City is a mix between Newark and Jersey City, and of course there is Los Santos in V.
After you beat gta 3, theres very few places you can go without being killed
Portland is the most dangerous for me followed by Los Santos

The thing is most of these cities are based around historical times when there was a lot of dangers due to gangs and drugs. The crack epidemic in la in the 90s and miami being a cocaine center in the 80s definitely made these cities more dangerous than today and i guess los santos and vice city are also way safer today

Vice city and Liberty is most dangerous, why? Because the water is so toxic, your character die when swimming there
Carcer & CottonMouth city are dangerous too, just not used in GTA but they share the same universe & characters, vehicles & brands from GTA can be found
Has to be liberty city in gta 3 i think cause of the late 90s, the stronger the gang the stronger the guns and i think because claude betrayed damn there the whole city so as you play the game gang member npc become more hostile over time
