For the record, NRA officers didn't steal Teso cattle. There could have been isolated incidents, like what Ochieno is alluding to in Otuboi. NRA/NRM are culpable because of failure to protect lives and property of citizens. Rustlers/raiders who stole cattle from our home were speaking Karamojong language, which I do understand. After stealing our cows, they still murdered a member of our family who was unarmed and didn't offer any resistance.
Chief Awich is speaking the truth and making important points on the Karamojong question. However, because he represents govt, his views are unfairly rebutted. Just to remind Chief Awich, Home guards/militias were very effective in countering and containing cattle raiders from Karamoja. Ms. Atim, next time you discuss that issue, please bring a Karamojong and a person from the neighboring communities who are impacted. Ochieno's views are biased. Mr. Ochieno , if you continue with your line of argument, you'll never win votes in Eastern and Northern Uganda. No one hates Karamojong, just rustlers. To Iteso, Karamojong are our closest relatives (Kumam and Langi were once our closest relatives before they adopted another language. Now they sound different). We call Karamojong our uncles and aunties. There are many cattle rustlers victims within Karamoja itself.
Thank you Atim and panelists for the program. The military is right about armed cattle rustlers. Those who haven't lived cattle rustling experience should refrain from commenting on that issue. Armed K'jong rustlers move in large numbers and in military formations. Are those really civilians? I commend Hon. Minister Lokeris and other politicians from Nakapiripirit district. For a number of years now, we've not experienced cattle rustlers coming from that district. Cattle rustlers who used to terrorize my part of Teso, and parts of Bugisu, Sebei and Bukedi (Butebo and Pallisa) used to come from Namalu area of Nakapiripirit district. We have a number of Iteso working as teachers, nurses etc in Nakapiripirit. They could have also helped in pacifying that part of Karamoja.

Very weak argument about the Karamajong counsel Awich. Guns are in Congo, why aren't people that side bringing them in Uganda. Some one must do their job.
