Halifax, the President cannot in any way, shape or form, sign the bill if there's a motion challenging its constitutionality , as simple as ABC. In many Court proceedings, motions are addressed prior to its continuance.
If you want to discuss politics and law get experts because you misrepresented the whole thing. There are checks and balances in separation of powers; no strict separation anywhere.
