Somalia's president and his cabinets were consistently saying Ethiopia is our biggest enemy and we won't sit down with Ethiopia unless they withdraw from the MOU, that all has changed. Why is that, because, somalia is trying to save face because the political situation in somalia today is much worst than 11 months ago .two regional governments cut ties with the federal government in mogadishu plus one regional government forces defeated the federal government of somalia with the help of Ethiopia so hassan shiekh was forced to come to the table.

Ethiopia did not abandon the MOU with somaliland. If you read between the lines and previous comment from Ethiopia and other countries interested in somaliland. I think the u.s wants to establish a base first in berbera somaliland to deal with the maritime security near bab el mendab. Abiy Ahmed previous said Ethiopia will eventually get access to the see in the future. Countries are queuing for a military base and the u.s/israel are priority right now. Ethiopia will have one eventually but there ain't immediate security risk to establish a base asap. The Ethiopian army has not visiter berbera port or airport while the u.s africom and u.s congressional staff and congress members visited berbera port/airport many times since 2020 that shows the u.s is ready to establish a base while Ethiopia is still couple years away. Ethiopia's first priority was to open a discussion about accessing the sea for a naval base and that announcement had the attention of the international community. Which is a starter. You have to create a problem to find a solution That's my reading/understanding
