Regional or Zonal police can take care of their policing. Each zone can control its own police if some people are scared of state police.
I beg to disagree with the idea of State police because of its misuse by the party governiing the state use the police against the opposition party. What should be done is to have local government police complimented with the State government sharing the Security votes with the paramount Rulers in each local government as community watch and oversight. The paramount ruler will in turn share this allocation to designated Bales and chiefs as watch stipends to keep security within their smaller community. The state government should not share the security vote with the police or buy vehicles or any logistics for them because they already have their budget approved directly from the federation account. All LG police officer must be given rent allowance to live within the community instead of the barracks. This will be reinforcement to the role of the bales, mogajis and largaely the paramount ruler. Police officer will secure the periphery of their local government and the entry and exit of traffic of person and commerce. Through this tiering and layering security operations would have been distributed to capture criminal and irresponsible domestic misdemeanors quickly and effectively. The knowledge of a police officer living within our. Community with the mogaji knowing residents within his domain and the understanding that reinforcement are around would be an effective deterrent for any breaches.
I wrote the guidelines and policies guiding establishing state Police in Nigeria several years ago. It deals with the independence of the police and the police not being used and corrupted by the governors and the politicians. I tackled most of the issues people raised regarding police responsibility and how it can be properly funded. If anyone in the government want some insight i can provide it at anytime.
