If ICJ has no army to enforce its decisions, it looks likely that we'll wait for the war to decide. The involvement of other powers in this war makes it difficult to act United in such situations to make arrests.

ICJ does have an army. It's called NATO. Of course the ICJ like NATO works for Iznotreal/US interests

This is wrong. The UN and its associated institutions like the ICJ enforce everything they do through voluntary pacts signed by member countries, which become law in these countries when ratified by their govermments. Then, the armed forces of these countries get tasked with enforcing the treaties since they become laws. Of course the law is for the little people but thats a different topic. A lot of ambassadors and senators just mass sign any UN treaty presented to them and never even read them, it just feels good to sign de important legislashiun
