In the past Goa was very honest place, ask the international that were coming before domesticTourists started coming and North indians started moving to Goa to do business! First and foremost most scammers in Goa are non locals – domestic migrants from other states.
They often cheat and fool foreigners, native locals and domestic tourists alike.
Goans never had the mentalities of people from other states that's why they had the highest foreign tourist GDP till 2014 – with the mass influx of domestic migrants later from other states who bring their own mentalities into the state and have ruined it's foreign tourism sector and alienating locals.
This is why foreign tourism has gone down in the state.
