President can never put a house in order unless he want to cough threats,, coz putting a house in order simply means to stop imposing nonsense taxes to Kenyans and dropping the devolution narrative, there should be nothing less,and again, one man one shilling is the real meaning of devolution and equitability not the nonsense he is preaching to us
