Who has bigger nuclear weapons is irrelevant because if Russia used them it would be wiped out so it could never deploy them which leaves traditional military capability and Russia is outnumbered, out gunned and out finances. And in any event whether nukes were used conventional armies would still function and operate as normal Russia would get a serious kicking 27 nations to 1.
"Europe doesn't have nuclear weapons" and "if Europe decides to give their nuclear weapons to usa" is kinda contradictory. Also France is third in the world by the amount of nuclear weapons.
