I guess why the SE development commission was not mentioned is that the govt is gradually submitting to the agitations of IPOB. The people of SE have really endured a lot in the Nigerian project. Those southern states leaders that took part in the PDP meeting should be fooling themselves. They are being used because of what they can provide or offer to keep the party surviving. The guest should understand that the creation of the Ministry of Livestock Development which is not unusual to have in addition to the Ministry of Agriculture may be a partials solution to the current farmers and herders crisis in the northern part of the country mostly. The Ruga settlement suggestion by the previous administration was totally reject by some states in the country for one reason or the order and some people considered a Fulani settlement. Creating a Ministry of Livestock Development cannot be rejected across the thirty six states in the federation and federal capital or any meaning being read to the creation. Besides it is a firm recognition of those who engage in the life stock industry as a business. The idea of a lean government cannot be practiced in Nigeria until all the state government in the country are up to their responsibilities. Nigerians focus too much on the central government, therefore for the government to be effective it has to reach the masses. If the states are effective, the federal government can down graded to a lean government. The civil service in Nigeria has never been seen as effective, even with the size of the government. You can imagine therefore what would happen if the central government is lean and unable to carry out its function. There have not been any evidence that the leaner the government the more efficient it will be. If the Nigerian government were to mange the resources in the country as expected the size of the government will not be a factor to recognize. There are fifteen executive departments in the US government-equivalent of Ministries in Nigeria and they are able operate effectively because all the fitty states in country do not depend solely on the central government. Citizens hold the state governments responsible a majority of the time for their well beings as opposed to the central government all the time. This not the mindset of Nigerians.

Why don’t make it constitutional to mandate that nomination of Ministers MUST include their specific portfolio.. So they can be screened based on their profession and knowledge of the job they about to take up. That will help to recruit some best hands in many areas of work
