I think ANC benefits from unemployment & the social grant program. This is why they get alot of support from the poorer provinces. There's this fear that if ANC is not in power there won't be grants, RDPs etc anymore.
Imagine if the majority of people were working or were earning an income to sustain themselves, they would rely less on the government & politicians would become almost useless.
