Concerning the issues of payments through E-Citizen i think it's the way to go simply because the gov wants all schools to have proper accountability to get a proper charnel of its resources to help its citizens and also to avoid looters who tend to run away students money during registration periods. This happens when students are nearing t o sit for exams some of them come up with some complains saying that their names are not seen on the gov list simply because the head teacher has vanished with the cash.

This should not be discussed without the finance and accounts professionals. Those guys will tell you that an E citizen is the absolute way to go. Prevention is better than cure and electronic platforms provide the ultimate prevention, from temptation, while there is no need for a cure, for a problem that never arose, unlike in the alternative cash system.

The government should not be bothered about the parents who pay fees…but should assist the school CEO's to collect fees arrears or debtors since they are too huge and hence a big dilemma on facilitation of school administrative errands and projects.

I have always say KK government is a trial and error government. It may come up with a bright idea but the rush in which they come implementing disregarding other stake holders becomes a suspect . A lot of things are happening in ministry of Education to do with money as a parent I support GVN 100 ,, %,let have one channel where this amount reached GVN . Most schools have been indirectly privatized, very big problem.
Why don't they simply use free education policy through capitation model that is already in place right from primary schools through secondary schools upto the university. Because taxes are already high thus parents are already paying fees through punitive tax regime.

All corruption in schools is sustained by collusion between headteachers and ministry officals. they eat together. That is the issue to deal with not complicating school payment formats. This government is a disaster.
It is effective efficient and corruption free.Schools managers add fees.That is very true.Those against have hidden personal interests.Too much illegal levies in schools.Very very true.
Sounds like a sound programme if:
1. a pilot is done to iron out the very many technicalities from the outset (involving all shareholders and considering all dissenting voices)
2. a reasonable time is given for adjustment
3. the convenience fee is done away with, or negligibly charged
4. the government finds a way to improve its own image … the initiative is ill-timed, so to say…
I paid for a license to a parastatal using 222222. The money does not go to the parastatal account but goes elsewhere. Then it is later channeled peace meal to the parastatal. The CEO told me that as much as 30% has not reached the parastatal yet it needs the money for it's budget.
