Instead of recruiting more police and training them properly and paying them well…

Looking at him bragging that they’ve discovered “smuggling routes” of agricultural products. Dummy, the export of agricultural products is a GOOD thing for the economy (especially for a nation with huge unused arable land). It RAISES and increases farmers’ incomes, and incentivizes INCREASED production (and employment along the value chain) as farmers produce more for a bigger market.
The government should allow the bandits to do whatever they want, since they are no more in control of safety of lives.
