"A country cannot be forced to accept migrants." That is exactly what they are telling England – "You MUST take them!" Why must England take take them? If the people running to Europe and other First World countries would just stay home and work on improving their own country things might get better there.
(Edited to add) In case you don't know: England is an ISLAND! There is a limited amount of space and it's not ever going to get any bigger. That also means other things are limited as well – only a certain amount of room for housing, only a certain amount of land that can be planted for food, only a certain amount of hospitals, schools, etc and definately a limited amount of public funds to be spent.
