Surely if there is corruption in kenya,corruption is widely practiced in Northern Kenya counties and the ethics/anticorruption commission cash cows are the Northern counties. Equally Northern countiues corrupt governors finance all the political parties heads who pretend to be clean.thats why govt can not take action specially during this handshake period.
Devolution is not assisting the people of Northern Kenya.devolved funds are divided 50/50 Between the governors and controllers of budger/Devolution ministry and ethics and anticorruption commission.literally nothing trickles down to the public.thays why people are building their own bridges.
