For many decades NYC is the only city in the United States that offers shelter to everyone that comes there. No one is left out. Many cities cant and will not do that.
The truth is these People can get into shelters in NYC but they dont want to. A lot of them dont want to be in the shelters because they say its dangerous or there are too many rules,( curfew, bed count,etc) and for other reasons. And a lot of them suffer from severe mental illness, and substance abuse and this will not allow them to get help so they can get into the process of receiving housing. And when I say housing I mean a place to live that is not a homeless shelter. Migrants automatically get help and housing because they are asylum seekers looking for sanctuary( safety, a better life) and have never been here or lived here , they are not from the US and they need help right away. So yes, they receive special treatment or help. It's a humanitarian operation.
