To take control over the Resources in each African Country, a clear management Principle
must be decided.
From the onset, the Nation must not be illusioned or deluded to think that every economic and management strategy must be entrusted in the hands of the Multi National Enterprise. This is categorically the wrong choice that should be made.The following Principles or Framework must be laid down and observed:
A. The creation of a National Board for the Natural Resources.
This means all Natural resources should be placed under the Custody of a Board who owns and controls every Legal Right.
B. Concessions
C. Licences, bidding, etc.
D. Royalties
E. The State or Nation must establish Engineering Consortiums, to who the extraction and manu facturing of the Contracts are awarded in the first instance.
Foreign Multinational Enterprises can therefore only acquire entry into Contracts through appli cation to any of the Consortiums under special modalities.
F. Periodical Duration and Corrections.
G. Constantly arranging for new Customers.
H. All Military Bases must leave Africa immediately.
