I think SADCC played a role in his defeat coz of DRC problems where SDCC felt President Ruto was supporting M23 while SADC supported DRC government
The two candidates were not same one is desperate because he is always lose inside his country and abroad..and other candidate is well respected diplomacy and he can speak most spoken languages in Africa and he is younger than raila so Djibouti candidate is deserved au chairman.
