The Tutsi in the DRC are not Rwandans, they are Kinyarwanda-speaking people who became part of the Democratic Republic of Congo due to the arbitrary borders established during the Berlin Conference of 1884-1885. These colonial borders divided communities without considering linguistic, cultural, or ethnic realities, forcing people into new national identities that did not reflect their historical roots. The DRC, like many African nations, was shaped by colonial exploitation, which prioritized mineral wealth over the well-being of its people.
Secondly, The M23 movement consists of Congolese Tutsi who have been fighting for their rights after decades of marginalization, violence, and displacement. Many have lived in refugee camps for over 30 years, suffering from persecution simply because of their identity. Just as Kenya and Tanzania recognize the Maasai as their citizens despite their presence in both countries, the DRC should acknowledge and accept its own people rather than treating them as foreigners.
Understanding these historical and political realities is crucial for meaningful discussions about peace, justice, and reconciliation in the Great Lakes region. It might be a lot tougher to take back eastern DRC from M23 than people think, if video footages of cheering crowds welcoming M23 soldiers are any indication. When the majority of the population of eastern DRC are with M23, it might be a long while before Kinshasa's authority is reestablished in eastern DRC again.

There is too much diversion of the real problem. Minerals are a big diversion while the government in Kinshasa is actively profiling and persecuting Congolese Tutsis. The international community is fooled by the Congolese authorities as well as their own interests too. Minerals may fuel the conflict but the real culprit is TRIBALISM.
