  1. Land rates have to be paid regardless of whether the land/plot has a freehold or leasehold title and is situated within an urban centre. This is to cater for services offered within the urban centres. These services include: maintenance of roads, sewer services, streetlight maintenance, etc so as to keep the town or urban centre running. It is usually paid annually. The property rates payable per plot are set out by the county assembly as guided by the valuation roll in place during that time.

    Years back, the rates were charged only on leasehold properties (allotments) because the urban centers had not expanded to the freehold lands.

    Land rent is only paid by holders of leasehold land. Because the one holding a lease title is a tenant under the govt land.
