If Rafah is a stronghold of Hamas, then why Israel is attacking Rafah after attacking all the places in Gaza.

The population of Gaza was 2.4 million people. We are told that 1.4 million people are displaced and sheltering in Rafah, so my question is this, what happened to the other million people ? where did they go ? what is the court's mandate? to stop and prevent wars or to ensure wars are fought with rules. I think it's the latter, hence the court can't grant south africa the relief it seeks
