I grew up Lusaka. It's underrated if you have money, or have locals to show you around. Otherwise as a whole its a very mixed bag.
The urban planning is quite bad so you have nice areas side by side with squalid areas.
Lusaka is probably much more livable than most African cities. But for tourism I wouldn't even rank it top 5 in our county.

I hope one day lsk and Zambia get the tourist recognition it deserves. We don’t market it as good as the big guys – SA and Kenya.
