my understanding is that its normal practice in kenya to pay administration fee along side any proposal or any bid for contract. that is in order, whats not in oder are the details of the proposal. people are making noise for nothing. at the end of consideration and found that the deal is not in the interest of kenyans the proposal will be droped. that is how it works
