12. Mheshimiwa Yusuf who has worked with the UN for many years, he says, should know the conditions under which military and civil police are deployed in a conflict situation. The precedents of deployments he is talking about were possible b'se ceasefire agreements were in place, hence peacekeeping. In the Haiti case, there is no peace to keep meaning in effect Kenyan Police are going for peace enforcement, which is a preserve of the military. In any case, peace enforcement under UN mandate is preceded by a Security Council resolution invoking Chapter 7. This is just a US mission using Kenya.
