The 2 babies are double-first cousins. When they, in turn, find mates & have kids, the offspring of the these 2 will be more like regular 1st cousins, not 2nd cousins.
I was confused but I get it now…that why the term “biological siblings” was used. The children have half of their parents’ DNA. If identical twins have the same DNA and they procreate with another set of identical twins, then you’ll have two sets of the same pairing . So even though they are born to two different sets of parents, because of the “identical twin/genes”, if this was just on paper, the DNA makeup looks more like siblings having the same parent, rather than just another relative.

My Mom had identical twin sisters that married identical twin brothers. Same situation.
They share the same grandparents. It happens more often than you think. My mother's brother married my father's sister. Although no twins are involved in my situation, the result is the same. We are cousins, but geneticall, we are siblings.
