I guess the ref or no one saw the intentional head but right after the left hook even though its on camera multiple times on this video. Dirty shit.
The refs explanation was not correct. He was not leaning on the ropes when he questioned him and he did respond. Yes, he was wobbly getting up and used the roped to do so and most likely would have been back on the mat very quickly if the was allowed to continue which it should have. There is a 3 knock down rule in boxing and for some reason they chose to ignore that. Say what you like about what may have happened but there is no way to know for sure.
