The song is basically about the higher-ups or elites of a society.
It basically describes classism and the set barriers against those (commoners) who try to break in, or let me say gain access. The kind of perks, control and protection they get, and the very clear boundaries, are all explained in the song. The video too buttresses it if you pay attention.
The song later explains what it's like for these "elites" when wooing a girl and also how street-smart these elites seemingly are for not falling for ladies who want to take advantage of them. You probably heard that line "What do you want from me? You weh I see for Ozumba Mbadiwe". Chris brown here is trying to explain he's street-smart and in the know, to identify a ho3e / le-e-ech, even if he himself is not from the streets.

You can see the fearsome looking uniformed men /military ready to bust your ass if you try messing with him . This song was done in Nigerian 🇳🇬 Pidgin English just like Sensational.
