South Africa is not Congo, if a small miners can follow regulation and adhere to safety standards in the mining or understand that hazardous workplace is no no in South Africa, maybe they would get a license or permit to mine. But justifying work in a place that was declared unsafe to work in is not marginalization. Government cannot offer license to work in dangerous place. That why risk assessment and environmental impact studies are done before mining, it is not an ego business. It is a right to work in a safe environment.
