Instead, they waste their billions on lavishly living abroad, which the foreign governments inevitably seize as the proceeds of corruption. All we need to do is compare Equatorial Guinea do any of the gulf Arab states and see the difference in what a sense of personal dignity does to a leader. What good is it to live lavishly abroad when your own country is a hellhole.
