The difference is that in the U.S., there’s no policy forcing business owners to hand over part ownership to a different race just to operate. As a South African I actually agree with Musk. As a black person I'm not going to open a company in Thailand if the rule is I have to give away 30% of it to some Asian person. Not because I don't like them it's because it's MY business and I don't want to lose a percentage of it simply because of my skin color.
