The issue of salaries is the responsibility of president in consultation with minister of finance but now you are puting the blame on the minister of finance alone .
EES Gov.Louis Lobong is right 👍, it's the responsibility of the national government to pay civil servants salary whether in States or national under the current Constitution of South Sudan, I don't know which system of governance is Dr.Riek is using now

Income tax,natural resources,national roads,national hospitals,national education institutions & airports are responsibility of federal government.state government needs to create its own taxes to pay its employees including the governor…..this topic seems to be debated every year,is it a rocket science???
