Those subtitles are fake and misleading. The title of the video and the subtitles seem to diminish the catastrophic proportions of the events, misleading the audience to think that Brazil has ever had any climatic catastrophe of those proportions "before the last 80 years" or so. The truth is that those giant floodings in Rio Grande do Sul, which happened a few times in the last HUNDRED years, have never been so frequent (they hit the state 3 times since November 2023, although not as bad as this time), and they have never been so strong.
