We could say it is really owned by the Country it is found located within, the Country called Nigeria
It is not really owned by Dangote, it is owned by some Chinese investor. Dangote is just a by Shareholder, Stakeholder, Shakeholder.
Dangote's name is like a brand Protector through which the Chinese company can function or operate in Nigeria, it maybe Dangote invited the Chinese company using his name as a known businessmen in Nigeria.
It is sad that the project is delayed due to the lack of the steel Nigeria has iron ore but can't build factories to produce steel because of corruption they they export iron ore to other countries
