It is no secret that the ANC failed to materialize the dreams of a great many South Africans, by whom I'm referring to the black majority. However, it did improve the economic climate over those from the apartheid years. South Africa's diversified economy was able to free itself from the straitjacket of global sanctions and assert itself on the world stage. ANC's policies were able to swell up a black middle class, but it has proven to be a relatively small layer. It means that much of the socio-economic improvements that took place under the ANC didn't disperse to the vast majority of blacks, thereby leaving the scars of apartheid largely untouched. Therefore, while the ANC fell short of its promises, it might be over the top to say it presided over a "reign of terror."
