  1. Why does the government want 0.5% for my transaction ? For what reason? This is not a levy it is a tax. Levies are usually a charge on service facilitated by the provider eg bank and others.

    For instance, if bank provide a service for you they usually charge you a levy. Since banks are not providing cyber security services why then is this tax called a levy. Is this a deliberate misrepresentation ?

    Again can the federal government levy tax on individuals not engaging in business in states across Nigeria ? Does this action violates the constitution in terms of the taxing powers of states ? Usually state tax individuals within their domain, why is the federal government usurping this power ?

    By the way, the national security adviser is an advisory body not a administrative organ of government. So why then should they be the ones providing cyber security services when most businesses already do that for themselves?

    Again, does the CBN have powers to impose tax on Nigerians and is the NSA empowered to receive revenue not budgeted for ?

    I think the National Assembly needs to do proper Intellectual social science analysis before passing laws. This is embarrassing honestly.

  3. The banks doesn't even put money in their ATM machines anyone, so if you want to use POS to withdraw 10k you will still pay 0.5% levy after 400naira pos charges?

    Thisan is wicked, every penny he's been spending was stolen from the masses, from fuel subsidy to cyber security levy.

  6. Banks and others Financial institutions are Private businesses so they should be responsible for their own cyber security budget. Where else in the World do you see a government tax, or levy, it citizens to fund private businesses. Common sense must prevail. AMO, London UK

  9. You forgot to add virtual NIN code fee of 20 Naira to confirm you NIN in banks. At least, GTBank mandate their customers to do it before attending to certain request at the customer care point

    Is it not the National assembly (all political parties apc, pdp, labour representing the people) that made the law, its amendment and passed this as law?

    Is this law & it's amendment by Bola Tinubu apc ?

    Is apc the National assembly that made this amendment as law?

    Is Bola Tinubu a member of the National assembly?

    Can the president make laws on taxes?

    Can the CBN make and pass a law? Is the role of rhe cbn not to enforce a law

    Cybercrime Prohibition Act of 2015. (Bola Tinubu was not president) was amended in February 2024

    Did any of the various political party representatives opposed this law when it was amended and accented to?

    The Cybercrimes (Prohibition, Prevention, Etc) Act, 2015 was enacted and entered into force on 15th May 2015 – who was the president in 2015? by former President Goodluck Jonathan at the twilight of his administration

    In January 2024, The National Security Adviser, Nuhu Ribadu, had recently called for the full implementation of the Cybercrimes (Prohibition, Prevention, etc.) Amendment Act 2024, including the operationalisation of the National Cybersecurity Fund by all regulators and businesses specified in the second schedule of the Act.
    In a statement signed by the head of his Strategic Communication Office, Zakari Mijinyawa, the NSA had said the directive was part of efforts to secure Nigeria's Critical National Information Infrastructure, counter- terrorism and violent extremism, strengthen national security, and protect its economic interests.
    On July 6, 2022, Nigeria joined 66 other countries that had signed and ratified the Budapest Convention on Cybercrime to enhance international cooperation and provide a common platform and procedural tools for efficient, and safe cyberspace under Section 41(2)(a) of Cvbercrime Act 2015, requiring conformity of Nigerian cybercrime and cybersecurity laws and policies with regional and international standards

    Senate holds public hearing on cybercrime amendment bill Wednesday
    The Senate passed the amendment bill for second reading in October and referred it its committees on ICT and national security for further legislative action.

    The Senate Joint Committee on Information Communication Technology, Cyber Security, National Security and Intelligence, will on Wednesday, hold a public hearing on the proposed bill seeking to amend the Cybercrime Act 2015.

    The Chairman of the Senate Committee on ICT and Cybercrime, Afolabi Salisu, disclosed this in a statement on Friday in Abuja.

    The amendment bill was sponsored by Shehu Buba (APC, Bauchi South), and it passed second reading in October.

    Barau Jibrin, the deputy senate president, who presided over the plenary on the day the bill was read the second time, referred it to the Committees on Cyber Crime and National Security for further legislative action and report in four weeks.

    Invitation to the hearing

    Mr Salisu said the committees have invited relevant organisations and the general public to the hearing holding in the Conference Room 301 of the Senate Building.

    The senator representing Ogun Central, said the committees needed contributions from Nigerians to improve the cyberspace in line with extant national security and digital economy strategic policy directives.

    “The joint committees are soliciting memoranda to be considered in the Upper Chamber’s efforts to improve the protection of Nigeria’s cyberspace and critical national economy infrastructure in line with extant national security and digital economy strategic policy directives ” he said.

    Mr Salisu urged all stakeholders in the ICT, cyber security and national security sectors to submit their memoranda to the committees

    He said the memoranda should be addressed to the clerk of the senate committee on ICT and Cyber Security.

    “Memoranda, which should be submitted within one week in five (5) soft copies and forty-five (45) hard copies, should be addressed to the Clerk Senate Committee on ICT & Cyber Security, Room 3.8 White House Building, National Assembly Complex Abuja"

    The bill specifically seeks to amend section 44 of the Cybercrime Act and to review the legislation of the Act to stop Internet related crimes

    The authorities should do well by enforcing the law

    At the recent inauguration of the public hearing on the Cybercrime (Prohibition and Prevention) Act (Amendment) Bill, 2023, Senate President, Godswill Akpabio, expressed concerns about the growing cybercrimes in Nigeria. The Senate response is coming following revelation by the Nigerian Communications Commission (NCC) that Nigeria “is losing $500 million annually to all forms of cybercrime including hacking, identity theft, cyber terrorism, harassment and Internet fraud.” But while reviewing and amending the Cybercrime Act, 2015 may help, it will not on its own put an end to the exploitation of Nigeria’s digital space by cybercriminals.

    Is CONSIDERING introducing an excise on telecom services, among other fiscal measures, to boost its revenue.

    Excise on telecom services is not new. It was first suggested in 2022 and kicked against before it was suspended. At the time, it was pegged at 5 per cent. In July 2023, Bola Tinubu, the President of Nigeria, ordered its suspension.
