He was not talking about Puerto Ricans, he was talking about the fact that Puerto Rico has a big problem with landfills and solid waste–he didn't set it up, as he should have, but he has used that joke before with the set-up.
Puerto Rico is not garbage is a beautiful island, but the politicians, the 33.7% tax rate, the 11.5% sales tax, the schools poorly funded by the government, the mediocre health care system, the roads maintenance, the high crime rate and the corruption by the government is pure garbage.
