Firstly: Turkey can take leadership with other powers send military under UN, have local government elections.
Secondly: Arrange to write a constitution west minister type.
Thirdly: Hold election under UN and hand over power.
For sustainability create a new military and then put present military under command of newly formed military.
Fourthly: Exile both the warlord commander to two different Arab countries, where they would be quiet.
Fifthly: Form Court under UN supervision and try the criminals.
Sixthly: If they don’t listen prosecute the two generals under UN court.
After five years UN may depart. US and other world powers blessings must be obtained. Turkey and do it.
