It is hard to label a completely normal and accepted process as corruption 🙂 Especially when they flat out tell you it is an "unofficial fine".. no one is being dishonest 🙂 I went to Guinea around 2005, as part of a site survey for an engineering project to upgrade communications lines (phone/data) to the mining towns from copper to wireless, since copper died real fast from the rain. Paying a bribe was about as questionable as giving someone a tip… our security (mostly Aussie operators) actually had $50k USD (I think, that is what they told me) in cash hidden in safes which were hidden in different areas each vehicle, to pay extra special unofficial fines, or to pre-pay our release should we manage to get kidnapped… I mean.. to pay our bail should we get mistakenly arrested… And we were considered quite safe, as we were invited by the president (Conte). Funniest thing, about 1/4 of the way into the site survey, we were told to leave.. by our company.. turns out the project was a large financial scam.. go figure
