Poof of insurance could be a significant hurdle. I've been coming to Malaysia annually for over a decade. Most health insurance plans do not cover costs incurred in foreign countries. I purchased special insurance for my first trip in 2013, but the cost was prohibitive: it was nearly twice the cost of the airline ticket (from America). After that I never bothered again. I would simply pay any bills out of my pocket. It turned out that the cost of medical and dental care in Malaysia is such a good deal, that I have since purposely sought non-emergency care in Malaysia (saving me literally thousands of dollars compared to having the procedures done in America).
After the Covid fiasco, I can understand why Malaysia would be concerned about medical insurance. However, I sincerely and respectfully hope that someone in Malaysia will be offering insurance at a fair price. If not, this requirement could severely hinder tourism.
