Terrible place to choose for a heavy infantry army to fight!
He could have hemmed them in to that swamp area and forced them to come to him on open terrain.
He could have stopped the army after the first enemy line fled.
A marginally capable Roman leader could have achieved far more.

Shapur was fighting several different people from several different regions, each with different conditions
He was dealing with rebels from great Tabaristan, Khorasan, Khwarazm and Sakastan ever since 1 year before the battle
All of them are way too far from Mesopotamia
Even if he'd defeated them all in 1 year, there's no way he could have reached Mesopotamia to fight Romans at the time the battle took place

Decius waited too long. His hubris and religion got in the way. Julius Caesar would have attacked immediately after having understood the lay of the land. In Italy and in the Balkans, there are no swamps. Romans, like Americans today, thought from their own perspective and knowledge, oblivious of the possibility of completely different perspectives and circumstances than in Italy.
