I don't know what kind of technology is being employed but you could almost make the case that while the keeper was over the line his hand made contact with the ball on or behind the line.
It looked like his hand was just over but it would have been worth arguing. If the ref couldn't say for sure that the contact was made over the line he can't call a penalty.
It was very close though.

Nambiia was not good today… even when Angola goalie was rightfully send off for touching the ball .. This match ended up finishing with 10 men each!!!

I'm only able to watch the highlights and not the live games from here in Canada, but wow has this AFCON been a joy to watch! So much creativity, pace, flair, determination on display, that 3rd goal by Angola is a perfect example. Reminds me of how the old "samba style" Brazil teams used to play in the 90s and early 2000s…
I think Angola have to say big Thanks to goalie, who stopped 2-0 breakaway, and got red card… It was WORTH IT!!!!!! Otherwise, it could be 0-1, and never know what will happen next… He should be a hero of a nation!!!!
