She resigned when they put her under UNRA
Allen Kagina’s decision to fire a highly skilled team carefully built by the Government of Uganda, World Bank, and EU in the guise of “setting up structures” was a disastrous move. This team, once the backbone of Uganda National Roads Authority (UNRA), was replaced with mediocre cadres and relatives, despite no proven corruption cases against the fired staff.
The result? A mass exodus of Uganda’s brightest minds to countries like South Africa, Zambia, Malawi, and South Sudan. Ten years later, UNRA is plagued by poor performance, and a big chunk of the budget is wasted on unqualified personnel. Infrastructure development has stagnated, and billions invested in training have gone down the drain.
This is yet another glaring example of the NRM’s recklessness that could take decades—perhaps 50+ years—to undo. How will Uganda recover from this systemic destruction?
It’s time to hold leaders accountable and demand governance prioritizing competence and development over nepotism and mediocrity.
Was madam Kagina apointed by the President as a qualified engineer to UNRA. Or as a qualified Uganda revenue authority commissioner that we should have expected wonders from her.By the time she has resigned indicates she has eaten to her fill. In her life she has never been accountable to any one.We are waiting for the President to a point her as Minster of works .Katumba is about to be come also a redundant presidential advisor.
What i say, Hon Kajina has been one of the most blessed person,she began as customs verifcation officer,to customs valuation,to senior pro to assistant commissioner customs, to senior commissioner .All these leval were retained in less than two years. She has been blessed with the UNRA Job,Soon the President who has been apointing her will also bless her as a minister.We thank her were she has been faith full.
