The beauty of the world is its diversity, that one person's ways are another's taboos. It's okay. Deal with it, be accommodating and move the F on, if you want tourism revenue. Of course, certain serious offences and felonies can have rules and punishments, the severity and magnitude of which may vary but leave the little things alone. I mean, hand gestures should not invite any trouble whatsoever, because guess what, foreign tourists ARE CERTAINLY going to use hand gestures, and again, sure, the visitors can learn to control some of it but if this is going to invite attacks from locals, then, i am sorry, it is the locals who need to be policed.
