A country which doesn't have electricity,doesn't know anything about electronics, doesn't know anything about mechanics,doesn't have any communication network, that country doesn't even have enough any models and systems. I have heard that there's intense pressure on existing infrastructure, which in some cases can not be maintained on a regular basis. Old students, where possible, are the ones helping.

If the government doesn't have the money, which is always the case, seek innovative ways to fund shs.

It is not just about feeding or distributing laptops. Buildings crumble from overuse. Building new schools somewhere else is not a bad idea, but existing infrastructure needs attention.

Buying them in from abroad is an opportunity for government officials to make deals with the sellers and the middlemen to make their commissions. $100 laptops are charged at $250 to the ministry of education because the minister has given the contract to his cousins and friends and they are skimming off the top to the tune of $150!! Its business and corruption!!!
