The reporter doesn't have a lot of facts. Any member, upon getting agreement from one third of the Membership (signatures) can petition the speaker to recall sitting and the speaker will be bounded by that provision in the standing orders of parliament to call the house back for sitting.

Get your facts right. Those matching in the video you posted are not NPP Mps. They are NDC Mps marching on Tuesday as they waited for the speaker to enter the house. NPP staged a walkout in the previous week after the speaker's decision to declare the 4 seats vacant.
