What guarantees are there, IF (highly doubtful), France does see and pay reparations the the funds in total will be utilized on Haitian infrastructure (water, roads, fire/police/legal services) and not go up in the smoke of graft with a few becoming enriched, powerful and leaving Haiti?
Who's going to honestly audit the spending usage?
